Joe Biden was in North Carolina to push for his Innovation Act ignoring what Americans actually want.
At the end of the speech, Biden turned to his right and held out his hand acting as if someone was standing there to shake his hand. Biden just stood there with his hand out for a moment and then made a dash for the exit.

What is true is that Biden donated a lot of money to the University of Penn and they did build a foreign policy center in his name. Coincidently, the University of Penn has received $54 million in donations from the CCP.
