George Soros’ Open Society Foundations is redirecting hundreds of millions of dollars back into the United States, signaling that the billionaire-funded network now views America itself as one of the primary political battlegrounds in the world.
The organization announced Tuesday that it will shift $300 million toward domestic activism and legal efforts, citing what its leadership describes as mounting threats to “civil society,” voting rights, and constitutional protections under President Donald Trump and the current conservative Supreme Court majority.
For years, Open Society Foundations concentrated much of its funding overseas, particularly in Africa, Eastern Europe, and the Middle East, where it backed democracy initiatives, legal advocacy groups, and political reform campaigns. Now, according to OSF officials, conditions inside the United States require the same level of focus.
“We certainly believe that civil society is essential and must stay on the playing field,” said Laleh Ispahani, the foundation’s managing director for U.S. programs, during remarks to The Guardian.
Ispahani, who previously served as senior policy counsel at the American Civil Liberties Union, drew comparisons between the current American political climate and countries where governments targeted activist organizations and opposition networks.
“It’s pretty clear to us that today these rights are being rolled back, including the right to protest, civil rights and voting rights,” she said.
The foundation specifically pointed to recent Supreme Court rulings as a major factor behind the funding push. Ispahani referenced the Louisiana v. Callais voting-rights case and argued the country was slipping backward legally and politically.
“We’re back to this pre-60s moment in the world,” she claimed.
The new initiative will finance litigation campaigns, voting-rights organizations, economic inequality programs, affordable housing efforts, childcare expansion initiatives, healthcare advocacy, and wage protection campaigns. Much of the funding is expected to flow toward progressive legal groups and activist networks already engaged in battles over election law, immigration policy, and state-level conservative reforms.
Soros has spent decades building one of the largest political philanthropy networks in modern history. The Hungarian-born billionaire has donated more than $32 billion to Open Society Foundations, which operates globally and supports thousands of organizations tied to progressive causes, judicial activism, criminal justice reform, and democratic governance projects.
The renewed domestic focus is almost certain to reignite criticism from conservatives, who have long argued that Soros-backed groups exert outsized influence over American politics. Republican officials and conservative commentators have repeatedly accused the Open Society network of financing soft-on-crime prosecutors, activist judges, immigration advocacy operations, and left-wing political infrastructure designed to reshape local and national institutions.
Those criticisms intensified in recent years as Soros-linked political action committees poured money into district attorney races and state-level ballot initiatives across the country.
Supporters of the foundation, meanwhile, argue the organization is defending constitutional rights and democratic participation at a time of growing political polarization.
