Elaine Forbes, the newly appointed city manager of Sausalito, California, has been arrested after deputies say she was found aboard a yacht she did not own at the Sausalito Yacht Harbor. Forbes, 53, started the top city job on July 1 with a reported annual salary of $275,000, which is the kind of taxpayer-funded paycheck that usually comes with a desk, meetings, and official emails, not an early morning felony burglary arrest at a marina. Marin County sheriff’s deputies took her into custody around 6:50 a.m. Saturday after responding to a noise complaint, and she was later booked into the Marin County Jail with bail set at $50,000.

Captain Bill Aubrey said he discovered Forbes aboard the Lisa Marie and called 911 after seeing the vessel’s equipment running. He told ABC News, “She had the horn going, the windshield wipers going, the spotlight going,” and said that when he told her to get off the boat, she calmly replied, “Good morning.” Another boat owner, Andy Cunningham, said police contacted him and he found what he called “unbelievable chaos” on his boat. He said clothing had been taken out of storage and appeared to have been tried on, and that food and alcohol had been consumed. KTVU reporter Henry K. Lee also reported that yacht owners said Forbes had made herself at home on three yachts before her arrest.

The city also said Acting City Manager Brandon Phipps and municipal staff will keep operations running without interruption, with the City Council expected to discuss next steps at an upcoming meeting.
