Agencies like the CIA are not supposed to collect data on Americans. But it is commonly known that Americans can get swept up as the CIA gathers foreign communication. By law, that data is supposed to be protected, with names hidden. But apparently, the CIA is keeping tabs on some kind of citizen data. Which could have far-reaching consequences.
