The Intergovernmental Panel on Climate Change (IPCC) has acknowledged that Representative Concentration Pathway 8.5 (RCP8.5), a high-emissions climate scenario that shaped years of research and policy discussions, is now considered “implausible.” That assessment has renewed debate over how the scenario was used in scientific literature, government policy, and public messaging.
For more than a decade, RCP8.5 was frequently presented as a business-as-usual emissions pathway. Under that scenario, global temperatures were projected to rise by more than 4°C by the end of the century, with studies examining a wide range of potential environmental, economic, and social impacts if emissions followed that trajectory.
Critics argue that the scenario should never have been treated as the most likely outcome. They note that researchers questioned its assumptions years ago, particularly regarding projected coal consumption and population growth. According to those critics, the world does not possess enough recoverable coal to support the dramatic increase in coal use assumed by RCP8.5, nor do current demographic projections align with the scenario’s expectations for global population.
The Heartland Institute has long argued that RCP8.5 was unrealistic, publishing critiques several years before the IPCC’s recent assessment. The organization points to earlier reports and analyses that challenged the scenario’s underlying assumptions and contends that its widespread adoption distorted both climate research and policymaking.
Despite those criticisms, RCP8.5 became one of the most commonly used climate scenarios in academic literature. By 2020, researchers were publishing dozens of studies each week based on its assumptions, with thousands of peer-reviewed papers relying on the model to examine future climate risks and their possible consequences.
Critics contend that the scenario’s influence extended far beyond academic research. They argue that governments cited it when developing climate regulations, international agreements, and energy policies aimed at reducing greenhouse gas emissions. According to this view, policymakers often treated the scenario as the expected future rather than one of several possible outcomes.
The debate has also revived discussion of comments made decades ago by the late climate scientist Dr. Stephen Schneider. In a widely cited interview with Discover magazine, Schneider discussed the tension between scientific uncertainty and communicating climate risks to the public. Critics of modern climate policy frequently reference those remarks, arguing they illustrate the dangers of emphasizing dramatic scenarios while giving less attention to uncertainty.
Another organization entering the debate is the American Energy Institute, led by Jason Isaac. It recently launched They-Knew.com, a website dedicated to documenting the history of RCP8.5 and its use across scientific research, government agencies, educational materials, legal proceedings, and public advocacy.
According to Isaac, warnings about the scenario’s limitations appeared in scientific journals years before the IPCC’s latest assessment. He argues that many institutions continued relying on RCP8.5 despite those concerns, calling its continued use a significant failure of scientific integrity. The website compiles publications, reports, and policy examples that its creators believe demonstrate how broadly the scenario influenced climate-related decision-making.
Critics further argue that the effects of relying on RCP8.5 reached beyond policy. They contend that repeated references to worst-case climate projections contributed to heightened public anxiety, particularly among younger generations who were exposed to predictions of severe long-term environmental consequences. They argue that presenting an increasingly unlikely scenario as an expected outcome affected public perception of climate risks.
In light of the IPCC’s revised position, some critics are calling for a broader reassessment of research and policy that relied heavily on RCP8.5. They argue that studies built primarily around the scenario should be revisited and that regulations or agreements justified largely by its projections deserve renewed scrutiny.
